ARTICLE V - MEETINGS
Section 1. All sovereign powers of the local shall rest in the regular
and special meetings of the membership in accordance with the International
Constitution and other parts of the local constitution.
Section 2. Regular meetings of this local shall be held at least annually.
The president, upon conferring with three other members of the executive
board shall have the authority to postpone any regular or special meeting
of this local because of inclement weather or other emergency. In the
case of postponement, each chapter chairperson shall be notified immediately
and a subsequent meeting shall be scheduled to be held within thirty (30)
days of the date scheduled for the original meeting.
Section 3. Special meetings of the membership of this local may be called
by the president or the executive board, or shall be called by the secretary
by petition filed with the secretary and signed by a total of one hundred
(100) members from at least ten (10) chapters. Special meetings also may
be called by the International President or his authorized representative
or by the executive director of Council 24.
Section 4. Two weeks notice of regular or special meetings of this local
shall be given. Timely announcements shall be mailed by first class mail
to all members based on their last known address registered with Local
2748.
Section 5. Twenty two (22) members of this union shall constitute a
quorum at any regular or special meeting.
ARTICLE VI - LOCAL UNION EXECUTIVE BOARD
Section 1 - The executive board shall be the governing body of this
local except when meetings of the local are in session. All matters affecting
the policies, aims and means of accomplishing the purposes of the local
not specifically provided for in this constitution or by action of the
membership at a regular or special membership meeting shall be decided
by the executive board. A report on all actions taken by the executive
board shall be made to the membership at the next following meeting.
Section 2. The execut ive board shall consist of the chairperson of
each chapter plus the elected officers of the local. The chapter vice
-chairperson can serve as the executive board member only when their chapter
chairperson is not physically present at the executive board meeting.
Section 3. The executive officers of this local shall be a president,
a vice-president, a secretary, a treasurer and a membership secretary.
Section 4. The executive officers shall be elected for two-year terms
in the even-numbered years, and shall serve until their successors are
elected.
Section 5. The executive board shall meet no less than quarterly, and
more frequently as is necessary.
Section 6. Special meetings of the executive board may be called by
the president. Upon petition of six members of the executive board filed
with the secretary, the secretary shall call a special meeting of the
executive board. A special meeting of the local executive board also may
be called by the International President or his/her authorized representative
or by the executive director of Council 24.
Section 7. A majority of the members of the executive board shall constitute
a quorum.
Section 8. Any special or regular meeting of the executive board may
be postponed by the president after conferring with three other members
of the executive board, in case of inclement weather or other emergency.
Each member shall be notified immediately of such postponement and of
the date of the rescheduled meeting. Such postponed meeting shall be rescheduled
to meet within thirty (30) days of the date of the original date.
Section 9. The secretary shall give notice of all regular or special
meetings of the executive board to all members of the executive board
no less than ten (10) days prior to the meeting.
